Proposals for improving draft law No. 12406

On 9 July, the Verkhovna Rada Committee on Law Enforcement approved the version of draft law No. 12406 proposed for the second reading. The “Institute of Legislative Ideas” think tank has analysed a comparative table of the amendments supported by the Committee. Overall, the amendments supported by MPs improve the quality of the draft law; however, we have identified a number of technical shortcomings that need to be addressed in order to preserve the logic of the law and ensure compliance with EU requirements and international best practice.
