The Telegram channel reports that the bank’s customers have received a message stating that, in order to continue using their cards, they must undergo biometric identification at the bank’s branches in Tajikistan by 30 September. Otherwise, the card will be blocked from 1 October. The bank cites protection ‘against fraudulent transactions’ as the reason for this.

A woman interviewed by "Oberezhno, Novosti" said she had opened an account with Humo Bank remotely in 2025. The customer support team informed the russian woman that the bank had decided to ‘restrict services for certain categories of non-resident individuals’ whose cards had been opened online. According to the woman, the bank advised her to withdraw money from her account by 1 October. They also said that if she travelled to the country, they would be able to issue her with a new card for the duration of her “lawful stay, but for no longer than one year”. The customer claims she tried to withdraw money from the bank, but the transfer did not go through.

“They are not offering any alternatives apart from an urgent visit to Tajikistan. And that would be possible if they had provided a reasonable timeframe to resolve the issue and hadn’t obstructed the transfers. But here, everything is presented as an ultimatum with no alternatives,” “Oberezhno, Novosti” quotes the woman as saying.

Following the start of russia’s full-scale invasion of Ukraine, russians began opening bank accounts more frequently in Tajikistan, Kazakhstan, Uzbekistan and Kyrgyzstan. This was due both to the mass exodus of russians to Central Asian countries and to the sanctions imposed on russia, in particular the restrictions on the use of Visa and Mastercard cards issued by russian banks.
