The Munich prosecutor's office said on Tuesday that the investigation into Usmanov, which three years ago led to police raids on dozens of properties in Germany linked to him, would be closed after the fine was paid.
Prosecutors said Usmanov was suspected of transferring around €1.5 million through foreign companies to manage two properties in the coastal town of Rotters-Eger, south of Munich, in the months after sanctions were imposed.
He was also accused of failing to declare valuables, including jewellery, paintings and wines.
Usmanov's defence challenged the allegations regarding his links to the companies and valuables, as well as the applicability of EU law in the case.
Prosecutors said that the termination of the investigation after the payment of the fine was permitted under German criminal law.
