HACC confiscated assets of Oleg Tsarev

On April 28, 2026, the High Anti-Corruption Court ruled to grant the claim of the Ministry of Justice of Ukraine regarding the application of sanctions against Oleg Tsarev. The court found the demands to seize assets in favor of the state to be justified under the Law "On Sanctions."


Tsarev, a former member of parliament of several convocations representing the Party of Regions, actively participated after 2014 in activities aimed at undermining Ukraine's territorial integrity, including serving as the "parliamentary speaker" of the so-called "novorossiya" – a union of the pseudo-entities "dpr" and "lpr."


The court also took into account two criminal convictions against Tsarev for crimes against the foundations of national security, as well as his public support for russian aggression and participation in financing actions aimed at changing Ukraine's state border. The ruling provides for the confiscation of a significant list of property registered, in particular, in the names of his relatives: 21 land plots, commercial real estate, three trade and exhibition complexes in Dnipro, a 100% stake in LLC "GLOW RINO," and a vehicle. The ruling may currently be appealed.
