This is according to Reuters.

If the shipment reaches its destination, it will be the first such delivery to India since US President Donald Trump stated last year that Prime Minister Narendra Modi had assured him that India would stop buying russian energy supplies.

India has never publicly confirmed any such commitments and has stated that its procurement decisions are based on price, security of supply and consumer interests.

As one of the world’s largest energy importers, it is currently highly vulnerable to supply disruptions and rising prices caused by the war in the Middle East and the associated closure of the Strait of Hormuz.

A small plant in Portova, with a production capacity of 1.5 million tonnes of LNG per year, began operations in September 2022.

Exports from the plant were halted due to additional sanctions imposed in January 2025 in connection with the war against Ukraine, aimed at limiting russia’s ability to produce and export LNG and reducing its revenue from this trade.

Until now, russia had been supplying LNG, despite the sanctions, to the Chinese port of Beihai from the Portovaya plant, as well as from its Arctic LNG-2 plant.

Earlier on Wednesday, russian energy giant Gazprom delivered the second shipment of LNG from the Portovaya plant to China since the sanctions were imposed, according to LSEG data.

“If the shipment is delivered, it will open up a second market for russian LNG subject to US sanctions, as all previous shipments from sanctioned russian terminals have gone to the Chinese city of Beihai,” said Martin Senyor, head of LNG pricing at industry publication Argus.
