This is stated on the New Zealand Ministry of Foreign Affairs website.
The new restrictions apply to 20 individuals and companies. The sanctions target Kremlin war criminals who support russian cybercrime and spread anti-Ukrainian propaganda.

In addition, the sanctions target individuals and companies linked to the russian military-industrial complex, as well as entities from North Korea and Iran that support the russian military.
This is New Zealand’s 35th package of sanctions against russia since the sanctions law was passed in March 2022. In total, the country has already imposed restrictions on over 2,000 individuals and companies, as well as vessels.
