On 18 February, Dmitriev wrote on social media that the United States would eventually lift sanctions against russia because they were ‘not profitable’ for American companies.
‘Lifting sanctions against russia is in the interests of the United States. The portfolio of potential American-russian projects exceeds $14 trillion,’ Dmitriev said.
The Economist reports that in August 2025, ahead of Putin's meeting with Trump, a memorandum was prepared for the russian National Security Council outlining how to sell Trump the ‘best deal.’
According to the publication, Dmitriev met with Trump's special envoy Steve Witkoff nine times since April 2025.
The article notes that during the negotiations, the russians offered the American side shares in energy projects, in particular in Arctic oil and gas production, the development of rare metal deposits, and the creation of a nuclear data processing centre and a tunnel under the Bering Strait.
According to The Economist, Ukrainian President Volodymyr Zelensky, citing Ukrainian intelligence, reported that russia had promised the US deals worth $12 trillion in exchange for easing sanctions. According to one of the publication's insiders, the package of deals has already been agreed upon.
