Repeat privatization of the Zaporizhzhia Aluminum Plant for UAH 176 million

The State Property Fund of Ukraine has scheduled an online auction on May 19 via the Prozorro.Sales system for the sale of 97.5458% of shares in the Zaporizhzhia Production Aluminum Plant (ZPAP) with a starting price of UAH 176.3 million.
The enterprise holds significant assets, including nearly 1,500 real estate objects with a total area of over 370,000 sq. m., hundreds of units of equipment, and more than 216 hectares of land. The Fund emphasizes that the plant may be attractive as a brownfield project due to its advantageous location in Zaporizhzhia near key transportation routes.
This is not the first attempt to privatize ZPAP, which the state fully reclaimed following court proceedings, including decisions by the High Anti-Corruption Court in 2015 and 2023. Once the sole producer of primary aluminum in Ukraine, the plant effectively ceased operations in 2009-2014, and its capacities were destroyed under the control of russian owners linked to businessman Oleg Deripaska.
The state is now seeking a new investor who can restore or repurpose production.
