This is stated in a notice on the company’s website. The exchange may also block any crypto wallets associated with them.

Binance attributed the decision to changes in European legislation. The exchange will no longer process transactions involving certain crypto-asset service providers and platforms.

The restrictions against A7 Nigeria, A7 Africa and PilotFinance came into effect on 13 August. For Rapira, Aifory Pro, ABCeX, WhiteBird, NoOnecrypto, Tradex, Monease, BitPapa, Exnode, Exnode Pay, HTX and EXMO, they will come into effect on 23 August.

Binance has announced that it will block transactions with these platforms and their associated crypto wallets. Pending verification, such wallets may also be subject to additional restrictions.

Binance announced its withdrawal from the russian market in September 2023. The exchange sold its russian business to the crypto exchange CommEX. In November of the same year, Binance terminated its partnership with the AdvCash payment system, which had enabled deposits and withdrawals in roubles, including via russian banks subject to sanctions.

Following its exit from russia, Binance continued to serve a limited number of russian users, but stated that it was complying with sanctions restrictions regarding sanctioned individuals.

In the spring of 2026, Binance became the subject of a preliminary investigation in the US. Senator Richard Blumenthal wrote to the exchange’s CEO, Richard Teng, requesting information on transactions linked to Iran and russia. The investigation concerned reports of transfers totalling $1.7 billion via Binance.

On 23 July, the EU approved its 21st package of sanctions against russia. This included restrictions against 14 cryptocurrency services which European authorities believe are involved in circumventing sanctions.
