The Central Bank of russia has filed a lawsuit against the EU over its decision to freeze its assets indefinitely

At the end of last week, on 27 February, the Central Bank of the russian federation challenged in court the European Union's decision to freeze russian assets indefinitely. This was reported by the press service of the russian regulator on Tuesday, 3 March.
On 12 December 2025, using a special procedure designed for economic emergencies, the EU blocked assets until russia renounces the war against Ukraine and compensates for the damage caused. The ban applies to the return of any form of assets of the Central Bank of the russian federation frozen in the bloc's countries after the start of the war against Ukraine.
This decision was to form the basis for the use of russian assets for a ‘reoperational loan’ – a mechanism for providing financial assistance to Ukraine, which the EU has so far refused due to the lack of agreement from Belgium, where most of these assets are held.
The Central Bank of russia claims that the EU regulation violates fundamental rights, in particular the right to property, access to justice and the principle of sovereign immunity of central banks, guaranteed by international law and EU law. In addition, according to the bank, the regulation was adopted with procedural violations – by a majority vote instead of the mandatory unanimity required by Article 215 of the Treaty on the Functioning of the EU.
The case will be heard by the General Court of the EU in Luxembourg.
