Volodymyr Oliynyk is one of the founders of the anti-Ukrainian organisation known as the ‘Committee for the Salvation of Ukraine’ and actively participates in Russian propaganda programmes, including the television programme ‘Evening with Vladimir Solovyov’ and a talk show on the Zvezda television channel. In his speeches, V. Oliynyk publicly supports and disseminates Russian propaganda narratives with the aim of distorting the events taking place in Ukraine.

It should be recalled that V. Oliynyk held the position of mayor of Cherkasy (from 1994 to 2002), was a member of the Ukrainian Parliament of the V and VI convocations (from the political party ‘Batkivshchyna’) and the VII convocation (from the political party ‘Party of Regions’). After the events of the Revolution of Dignity, he left for Russia, where he filed a lawsuit with the Dorogomilovo District Court of Moscow to recognise the events in Ukraine in 2014 as a coup d'état, and in December 2016, he received a corresponding decision. The witnesses in this case were: Yanukovych V.F., Azarov M.Y., Pshonka V.P., Arbuzov S.G., Klyuev A.P., Zakharchenko V.Y., Yakimenko O.G., Zinchenko O.V.

According to law enforcement agencies, in 2022, V. Oliynyk illegally crossed the state border of Ukraine outside a checkpoint and arrived in the temporarily occupied territory of Kyiv Oblast (the village of Katyuzhanka, Vyshhorod Raion) to assist in establishing an occupation regime there. At that time, he gave interviews to representatives of Russian media, in which he justified Russia's military aggression against Ukraine.

The Ministry of Justice of Ukraine has declared the following assets subject to seizure:
- 6 real estate properties located in the city of Cherkasy;
- 1 real estate property located in the Kyiv region;
- a self-propelled motor pleasure boat;
- a share in the corporate rights of E.S.P. TECHNOLOGIES LLC.
