This was stated by Vladislav Vlasyuk, the President of Ukraine's representative on sanctions policy, during a televised marathon.

"In total, russia has lost at least $180 billion due to sanctions. That's quite a lot. We estimate that they are losing approximately $2.5 billion in oil revenues every month due to sanctions," he said.

According to Vlasyuk, significant losses are being observed, in particular, due to sanctions against the russian shadow fleet.

‘To assemble a fleet of 600-800 tankers to transport their oil, they had to spend approximately $14 billion. After that, almost all of these tankers are now under sanctions and most of them are immobilised and cannot transport oil,’ the official added.
