The US continues to use sanctions to threaten Russia's ability to carry out armed aggression against Ukraine. The Treasury Department has announced the imposition of another package of sanctions on the Russian elite and the Russian industrial base, financial institutions and technology suppliers.

The list includes Andrey Bokarev, president of Transmashholding JSC, a major Russian rolling stock manufacturer, and his wife Olga. In 2022, Russian officials engaged Transmash to produce parts for Russian infantry fighting vehicles. Balashikha Foundry and Mechanical Plant Open Joint Stock Company (Balashikha) is a Russian company engaged in the production, development, manufacture, testing and repair of aircraft. The main consumer of Balashikha's products is the Russian Ministry of Defence.

Personal sanctions were imposed on Shoigu's deputy, Alexei Krivoruchko, chief designer of the Soyuz aircraft engine building research and technology complex and member of the board of directors of the Balashikha Foundry and Mechanical Plant (also under sanctions), Mkrtich Okroyan, and his family.

The restrictive measures are also aimed at developing new technologies and logistics.  Thus, the list includes the Finnish company Siberica and Luminor Network, which specialises in the delivery of foreign electronics to end users in Russia, including UAV cameras, high-performance optical filters and lithium batteries. A number of financial, mining, metallurgical, construction and electronics-related companies were also sanctioned.
