The US has updated its sanctions rules against russia

The US Department of the Treasury has published an updated General Licence No. 13Q, which replaces the previous GL 13P dated 6 January 2026. The document permits US individuals and organisations owned or controlled by them to carry out transactions relating to taxes, duties, permits, licences and certificates in the russian federation, provided such actions are prohibited by the previous directive but are necessary for day-to-day operations in the russian federation.

 

However, the payment of the so-called ‘exit tax’ when selling assets in russia does not constitute ordinary business activity; therefore, US persons must apply to OFAC for a special licence for this purpose. The application must specify the amount of tax, current tax liabilities, the impact on the company’s employees and the economy, as well as the potential consequences for russia.

 

In addition to GL 13Q, OFAC is also extending the validity of licences GL 14, GL 115C and GL 132, which permit certain transactions involving Directive 4 organisations, including the Central Bank of russia and the National Welfare Fund, with the exception of transfers of assets or debits from accounts in the US.
