The Ukrainian government has approved a plan to impose sanctions against the captains of russia's ‘shadow fleet’

The sanctions list includes 99 entities: 94 individuals and 5 legal entities involved in circumventing the oil embargo and supplying russian petroleum products to third countries.
The Ministry of Community and Territorial Development has been designated as one of the bodies responsible for implementing sanctions within its powers.
The Security Service of Ukraine reported that part of the ‘shadow fleet’ operates in the Black, Baltic and Red Seas. Russian tankers export oil from the ports of Novorossiysk, Ust-Luga and Primorsk, concealing its origin through ship-to-ship transshipment schemes and turning off AIS.
