This is stated on the website of the United States Department of Justice.

The case concerns Eleview International Inc., a Virginia-based company owned by 54-year-old Oleg Nayandin and 39-year-old Vitaly Borisenko. They violated the Export Control Reform Act: in 2022, the US Department of Commerce imposed stricter export controls due to russia's invasion of Ukraine.

Eleview was fined $125,000 and given a three-year probation period. Nayandin was sentenced to three years in prison. Borisenko was sentenced to one year in prison.

According to the investigation, from approximately February 2022 to June 2023, Eleview International was involved in collecting and shipping goods. They operated an e-commerce website that allowed russian customers to order American goods and technology directly from retailers, who then shipped the goods to Eleview's warehouse.

Nayandin and Borisenko coordinated the delivery of goods to alleged users in Turkey, Finland, and Kazakhstan, but in reality, the goods went to russia:

Eleview exported 23 shipments of telecommunications equipment ostensibly to Turkey, which actually went to a russian telecommunications company that supplied products to the Federal Security Service (FSB), among others;

83 shipments of goods were transported to russia via Finland. These orders included goods necessary for russian weapons, including electronic components such as those used in russian drones to destroy Ukrainian tanks and aircraft;

52 shipments of goods were exported via Kazakhstan. These included dual-use goods.
