He named China, India, Hungary and Brazil among them.
"We spoke with President (Volodymyr) Zelenskyy about the sanctions law. He considers this sanctions law and tariffs against those who buy energy resources and fuel russia's war machine to be necessary. Many of my colleagues support the bill, it has bipartisan support. The vote will take place when the time comes, some details still need to be worked out... This could have a positive impact on Ukraine's struggle," Democratic Senator Blumenthal said on 18 February.
Together with Republican Senator Lindsey Graham, he is the co-author of a bipartisan bill on sanctions against russia, which provides, in particular, for increased sanctions pressure, including possible tariffs on russian energy imports.
Blumenthal previously expressed hope that the bill on sanctions against russia could be put to a vote before the end of the current Senate session.
"It is a false narrative that russia is winning (the war). If anyone thinks so, it is completely unfounded. If you look at russia's losses, it cannot sustain them at this level. And Ukraine has even regained control of some territories, as we have been informed in the last 24 hours. russia is not winning," the senator said during a briefing with other senators while in Odesa after completing a several-day visit to Ukraine.
Senator Sheldon Whitehouse said that russia's ‘shadow fleet’ should be targeted.
‘The shadow fleet that serves the russian economy is a perfectly legitimate target for sanctions. We need to track these ships and check who is behind them,’ Sheldon said at the same briefing.
He added: ‘No one, literally no one, believes that russia is acting honestly in negotiations with our government and the Ukrainians.’
