The Head of State emphasised that further easing of restrictions against Moscow “does not reflect the reality of the war and diplomacy” and fuels the russian leadership’s illusion that the aggression can continue. According to him, this week alone the russian army has launched over 2,360 attack drones, more than 1,320 guided bombs and nearly 60 missiles of various types at Ukraine.
“Every dollar from russian oil is money for the war. More than 110 tankers from Moscow’s shadow fleet are currently at sea. On board are over 12 million tonnes of russian oil, which, thanks to the easing of sanctions, can once again be sold without consequences. That is $10 billion – a resource that is directly converted into new strikes against Ukraine,‘ Zelenskyy noted.
He emphasised the importance of reducing russian oil exports, reminding that Ukrainian ’long-range sanctions continue to work precisely for this purpose", referring to the Ukrainian Armed Forces’ strikes on ports in the russian federation.
On 18 April, the US Treasury Department’s Office of Foreign Assets Control (OFAC) issued a new licence permitting transactions involving the supply and sale of russian oil and petroleum products already loaded onto vessels as of 17 April 2026.
