The relevant statement has been published on the website of the Office of the President.

The first sanctions list includes 51 individuals and 44 legal entities involved in the manufacture of the munitions used by the russian federation to attack Ukraine’s critical and civilian infrastructure. These are key enterprises that produce and supply raw materials and equipment for the manufacture of long-range weapons such as the "Iskander", "Kalibr", Kh-101 and "Kinzhal".

The sanctions list includes, in particular, the following enterprises and their directors:

"G. S. Petrov Institute of Plastics" — the only manufacturer in the russian federation of components for composite materials supplied to factories in the defence, aviation and shipbuilding sectors;

"Kometa Special-Purpose Space Systems Corporation" — the main enterprise of a research and production group that manufactures anti-aircraft missile systems, radar equipment and airborne systems;

"VitaReaktiv" — an enterprise specialising in chemical raw materials and involved in the production of ballistic missile weapons;

“D. I. Mendeleev All-russian Scientific Research Institute of Metrology” — conducts scientific research, manufactures measuring equipment and develops software for weapons and military equipment.

Sanctions have also been imposed on 32 russian nationals and 35 russian companies. These include firms involved in the production and supply of high-precision industrial equipment, components, as well as electronics and raw materials to entities serving the russian defence-industrial complex.

“These include: "Gagaring" — which specialises in the sale of communications and control hardware for FPV drones; "Virgin-EK" — which supplies foreign electronic components to the russian occupiers; the "Pressmash" Machine Tool Building Association — which specialises in the wholesale trade of metal-cutting machine tools, which it supplies to factories involved in the production of the Kh-101 and Kh-59 missiles and the "Orion" UAV,” the statement reads.

In addition, sanctions have been imposed on enterprises within the russian industrial group "RUSAL" that are of significant importance and involved in the manufacture of military aircraft, armoured vehicles, missile systems, drones and other russian military products.

“Between April 2024 and March 2025, "United Company RUSAL Trading House" and "RUSAL Taishet Aluminium Smelter" alone imported aluminium oxide worth almost 150 million roubles into russia. Supplies of this raw material were used for the production of military aircraft, missile systems, armoured vehicles and drones,” the Office of the President noted.
