This is stated in a decree published on the President’s website.
The list includes companies that provide secure communication channels for the russian occupying authorities and internet access in the temporarily occupied territories of Ukraine. Satellite operators and companies that broadcast russian television channels have also been sanctioned.
These include “Luhansk Communications” and “Mobile Communication Systems”, which russia uses to spread propaganda, as well as the federal operator “Amtel-Zvyazok” and the company “Cosmic Communications”, which provide secure channels for waging war against Ukraine.
Ukraine will share information about these companies with international partners and raise the issue of synchronising sanctions across different jurisdictions.
Vladyslav Vlasyuk, the President’s adviser on sanctions policy, emphasised that any activity in the temporarily occupied territories is illegal. According to him, companies that knowingly operate in the temporarily occupied territories and serve the occupying authorities become toxic to international business and the financial system. That is precisely why Ukraine is imposing sanctions to make their activities impossible not only in the occupied territories but also outside russia, Vlasyuk noted.
