This is stated on the website of the President of Ukraine.

Zelensky enacted the decision of the National Security and Defence Council to impose personal sanctions against ten russian athletes. The corresponding decree No. 123/2026 was published on 16 February.

The sanctions list was compiled on the basis of a petition by Ukrainian skeleton racer and member of the national Olympic team Vladyslav Heraskevych. It includes individuals who publicly support russian aggression against Ukraine, have visited the temporarily occupied territories of Donetsk, Luhansk, Zaporizhzhia and Crimea, as well as participated in events for illegally deported Ukrainian children and raised funds for the russian military.

The list includes:

Angelina Melnikova (supported russian aggression against Ukraine on social media);

Svetlana Gomboeva (repeatedly visited annexed Crimea);

Yana Yegoryan (ambassador of the sanctioned organisation ‘Zdorovoye Otchestvo’, involved in the abduction of Ukrainian children);

Yevgeny Baidusov (visited annexed Crimea);

Imam Ganishov (visited the temporarily occupied Zaporizhzhia region and temporarily occupied Sevastopol. He also shared stuff on social media supporting russia's aggression);

Madina Taymazova (participated in a propaganda event aimed at legitimising the deportation of Ukrainian children from the temporarily occupied territories of Ukraine);

Vladislav Larin (called on russians to support and finance the occupiers participating in armed aggression against Ukraine);

Maksym Khramtsov (participated in a propaganda event and held a sports master class for children in the temporarily occupied Donetsk);

Fedir Chudinov (visited the temporarily occupied Luhansk region, where he held propaganda sports events with Ukrainian children).

‘This Ukrainian sanctions package should be a signal to others in the world – a signal that one cannot simply turn a blind eye to support for aggression. When Ukrainians at the Olympics are forbidden to even mention the victims of russian aggression, this is clearly a global setback for justice. We will restore justice,’ the president emphasised.

The National Security and Defence Council supported the proposals of the Security Service of Ukraine to introduce restrictive measures. The Cabinet of Ministers, the Security Service of Ukraine, the National Bank and other bodies must ensure their implementation and monitor their effectiveness, while the Ministry of Foreign Affairs must inform partners and initiate the introduction of similar sanctions in the European Union and the United States.
