Volodymyr Zelensky signed decrees enacting decisions of the National Security and Defense Council on new sanctions against russia and belarus, published on the website of the Office of the President.
The first package of restrictions concerns 20 individuals and four organizations involved in the abduction of Ukrainian children, including russian officials, collaborators from occupied territories, and propagandists. The list also includes 16 belarusian citizens, notably individuals close to Lukashenko: Lukashenko's sons Viktor and Dmitry, and Viktor Sheiman, his associate. Sanctions were also applied to 11 legal entities in belarus, among them defense and industrial complex enterprises that manufacture artillery shells of 122 mm and 152 mm calibers, as well as components for military equipment and aviation — "Olsa," the Minsk plant "Termoplast," the Forging Plant of Heavy Stampings, RUPE "IK 9," "NefteKhimDiagnostika," the Vitebsk Plant of Electrical Measuring Instruments, and "Radiotechnika."
The second package of sanctions covers 23 vessels of russia's "shadow fleet" used to circumvent oil export restrictions. These tankers sail under various flags, including Panama, Mozambique, Guyana, Barbados, and others, with the largest number registered under the Panamanian flag.
The sanctions are aimed at complicating schemes for circumventing international restrictions and applying pressure on russian oil logistics.
